Despite the swim industry constantly pushing suits with sleeves and with smooth rubber on the out side. The facts are clearly if it's OK for the surf industry to have nylon on the outside of the suit then it's OK swimmers.
No arms make for easier swimming especially if your not super person and if you need to swim a bit of distance. The vest worn over or under the suit has way more stretch is easy to put on and replaceable for about $100.
